SABER Certificate

SABER Certificate

Exporters and importers: will the new SABER system impact your business?

The SABER system is a new mandatory importer-based computer system facilitating online certification of imports into Saudi Arabia. The long-term plan is for SABER to become the only system for clearing goods through Saudi customs and replace the SASO COC. All shipments arriving into the Kingdom of Saudi Arabia will require a Product CoC and a Shipment CoC to be issued through SABER.

What products need to be processed through SABER?

Product types and categories will be gradually introduced into SABER in order to provide a smooth transition to the new system and ensure there are no delays in trade or shipments into KSA. Once the product type becomes mandatory on SABER then SASO COC can no longer be issued for that product type.

Features of the new SABER system

Products registration and approval online

Electronic access to Certificates of Conformity

Speeding up of the issuance process

Reduction of fraud and manipulation

Additional consumer protection by eliminating non-conforming products

Benefits of the SABER system

SABER benefits importers by speeding up the issuance process of electronic Certificates of Conformity for your imported products, also delivering the following benefits:

Reduced time to import products with Saudi customs checks aiming to be under 24 hours

Linking of your product approval to the electronic Certificate of Conformity throughout the product registration validity

The three stages of SABER when fully implemented

There are three stages of the SABER process, all of which fall under the responsibility of the importer.

Stage 1: Importer needs to set up their own account and add all of the products on the system they wish to import.

Stage 2: Importer needs to apply for product certificates and approval (these are valid for a year).

Stage 3: Importer needs to upload invoice and apply for shipment cert (COC).

How will the SABER system changes affect me?

The implementation of the SABER system will create a shift in who is responsible for arranging the customs clearance of the goods. It is now the responsibility of the importing company based in Saudi Arabia to register their company, products and shipments on the system.

From our experience, after submission of all the required documents it takes approximately 3 weeks to 1 month for the certificate to be issued. This can vary if SASO have additional questions about the product or any amendments to the application are required.

Is a Separate SASO IECEE Recognition Certificate Required For Each Individual Model Number?

Not necessarily C it is possible to certify more than 1 model number under the same SASO IECEE Recognition Certificate C as long as the products are listed on exactly the same IECEE CB Test Report and IECEE CB Certificate.

Is a Separate SASO IECEE Recognition Certificate Required For Each Importer?

Yes C when a SASO IECEE Recognition Certificate is issued, it is registered and linked to one specific importers Commercial Registration (CR) number C this means only that importer can use it.If you have 3 different importers of exactly the same product C each individual importer would require their own SASO IECEE Recognition Certificate C so 3 separate SASO IECEE Recognition Certificates must be applied for.

SABER Update:

Throughout 2019 SASO (Saudi Arabian Standards Organization) have been gradually implementing products onto the SABER system.

As products are added onto the new system, they bring with them a newly written Technical Regulation (TR). Although many of the TRs have the previous regulations as a basis, they also have new requirements which

many companies are being caught out by.For many product types such as Textiles for Children, Detergents, and Batteries it is now a requirement that a Factory audit is in place in order for clearance to be arranged.

SASO has confirmed that ISO 9001 is not sufficient and that a SASO specific audit needs to be conducted encompassing subjects such as incoming material inspection, product test plans, processes and resource management. As Saudi specialists we are able to arrange a fully SABER compliant audit anywhere in the world.Unsure if your products are affected? Not sure what the next steps are?For a free of charge consultation from industry experts, please contactour team today!
