Exporters and importers: will the new SABER system impact your business?
The SABER system is a new mandatory importer-based computer system facilitating online certification of imports into Saudi Arabia. The long-term plan is for SABER to become the only system for clearing goods through Saudi customs and replace the SASO COC. All shipments arriving into the Kingdom of Saudi Arabia will require a Product CoC and a Shipment CoC to be issued through SABER.
What products need to be processed through SABER?
Product types and categories will be gradually introduced into SABER in order to provide a smooth transition to the new system and ensure there are no delays in trade or shipments into KSA. Once the product type becomes mandatory on SABER then SASO COC can no longer be issued for that product type.

The three stages of SABER when fully implemented
There are three stages of the SABER process, all of which fall under the responsibility of the importer.
Stage 1: Importer needs to set up their own account and add all of the products on the system they wish to import.
Stage 2: Importer needs to apply for product certificates and approval (these are valid for a year).
Stage 3: Importer needs to upload invoice and apply for shipment cert (COC).
How will the SABER system changes affect me?
The implementation of the SABER system will create a shift in who is responsible for arranging the customs clearance of the goods. It is now the responsibility of the importing company based in Saudi Arabia to register their company, products and shipments on the system.

What is a SASO IECEE Recognition Certificate?
The SASO IECEE Recognition Certificate is a Saudi Arabian conformity initiative set up by the Saudi Standards, Metrology and Quality Organization. Its aim is to ensure that certain product types have been tested and certified to the required IEC standards by an IECEE Certified Body.

How Long is a SASO IECEE Recognition Certificate Valid For?
A SASO IECEE Recognition Certificate is valid for 1 year from the date of issue.
How Long Does It Take to Obtain a SASO IECEE Recognition Certificate?
From our experience, after submission of all the required documents it takes approximately 3 weeks to 1 month for the certificate to be issued. This can vary if SASO have additional questions about the product or any amendments to the application are required.
Is a Separate SASO IECEE Recognition Certificate Required For Each Individual Model Number?
Not necessarily ¨C it is possible to certify more than 1 model number under the same SASO IECEE Recognition Certificate ¨C as long as the products are listed on exactly the same IECEE CB Test Report and IECEE CB Certificate.
Is a Separate SASO IECEE Recognition Certificate Required For Each Importer?
Yes ¨C when a SASO IECEE Recognition Certificate is issued, it is registered and linked to one specific importer¡¯s Commercial Registration (CR) number ¨C this means only that importer can use it.If you have 3 different importers of exactly the same product ¨C each individual importer would require their own SASO IECEE Recognition Certificate ¨C so 3 separate SASO IECEE Recognition Certificates must be applied for.

When start with SABER?
Final switch from SASO Certificate to the SABER System announced SASO has announced the final timeframes for the change from SASO to SABER. On January 1st 2020 SASO (Saudi Arabian Standards Organization) made the following announcement:The conformity assessment bodies shall cease to register the COC as of 15-01-2020.
Any shipment orders that are not issued by Saber will be discontinued as of 15-02-2020.
Except for those that have a COC registered can enter before 15-01-2020

All other products listed as non-Regulated SASO certification can still be issued up until February 15th 2020. Thereafter that no further SASO certificates will be issued, all products have to be certified through SABER.

SASO G-Mark gegulations for Low-Voltage Electrical Products & Children's Toys
Products requiring G-Mark
The Saudi Arabian Standards Organization (SASO) is now enforcing the requirement of G-Marking for Low Voltage (LV) Electrical Products and Toys.
Adopting the right approach will ensure you avoid costly fines, delayed shipments, or risk of company blacklisting at KSA Customs Ports and Borders.
The below product types fall under G-Mark Technical Regulations BD-142004-01 + BD131704-01 and require a valid G-Mark to be listed on the GSO Conformity Tracking System (GCTS) and a Gulf Type Examination Certificate (GTEC). The G-Mark certificate is needed in order to apply for the registration in the new SABER system which mandatory as of the 1st April 2019.

General requirements for the above products are:
Test Reports issued by a third-party ISO 17025/ILAC accredited laboratory, detailed photos of the products and their markings and a full copy of the Arabic manual.
Once issued, the G-Mark is supplied as a high-resolution image that can be printed/affixed to the product, manual and retail packaging. Marking the shipment packaging is optional but is advisable to ensure smooth clearance at customs.
